The Arizona Accountability Act
The Arizona Accountability Act:
The below section shall be added to Article II of the constitution of Arizona:
Official Standards Of Conduct
A. All elected officials and political appointees within the State of Arizona are fiduciaries for the living people of Arizona and their progeny and have a duty to act with demonstrable good faith and sound judgment on behalf of their beneficiaries as befits a position of public trust.
B. The Citizens Clean Elections Commission shall be renamed to the Citizens Clean Governance Commission and shall, in addition to current functions, define, in collaboration with the Legislature and with review by the courts, the specific measures of this duty, including clear standards for recusal from conflicts of interest.
C. The legislature shall allocate what is reasonable and necessary to fund and expand the Citizens Clean Governance Commission with regard to allowing the commission to perform at a pace that meets the needs of efficient governance.
D. An official who acts in good-faith reliance on a published opinion of the Commission shall be immune from liability for such action.
E. Should the Legislature fail to enact measures fulfilling this article within two years of passage, the Commission, with review by the courts, shall establish these measures.
